At long last, we’re back with our dig into Alaska’s lobbying scene to answer the call of all two people who’ve asked where these went (and not at all because I’ve been on vacation for most of the last week and am pretty thin on political gossip at the moment).
This year there’s already more than $12 million reported on annual lobbying contracts alone.

Clear as mud
There’s a few things to keep in mind with lobbyist reports that make getting an entirely clear picture of the interests at play nearly impossible:
- Lobbyists can report their contracts in different ways: Either monthly, annually or hourly. The reports we have in hand don’t say how many months or hours might be covered by these contracts.
- Monthly rates can also change, one lobbyist explained to me, pointing out that rates may be quite a bit higher during session and fall off during the interim.
- Lobbyists sometimes cut contracts with other lobbyists, meaning the total figure may not represent the work done directly by a lobbyist.
- The contracts that are reported to APOC might also only cover the work done to directly influence the process. They might not include time spent doing other work, like preparing updates and other reports for clients.
- In some cases, the contracts reported to APOC obviously cover a lot more than just the lobbying. Fun.
In some of the charts we’ve gone ahead and annualized the numbers as we’ve done in the past by multiplying monthly rates by 12. We won’t be doing the same thing to the hourly rates by multiplying them by 2,080 (the average work year) as we have in the past because the results are clearly over-inflated.
For example, is Joy Huntington lobbying a full 2,080 hours for Council of Athabascan Tribal Governments at $175 and Graphite One Resources for another 2,080 hours at a rate of $225 per hour? No, of course not (last year, her lobbying for Graphite One Resources totaled $22,162.50). If she were, the two hourly contracts would be worth a whopping $832,000 and she’d qualify for the lobbyist with the fifth largest total contracts.
So, that said, we’re not counting hourly rates in any of our top ratings, but we will plan on returning once the future reports are in to take a look at how these contracts were actually billed.

Health care is by far the biggest industry lobbying in Alaska, which makes sense given there are so many different players in the field ranging from hospitals to equipment makers and specific fields to pharmaceutical companies. The biggest single health care spender is Premera Blue Cross Blue Shield of Alaska, which has an $82,000 per year annual contract with Jerry Reinward and three on-staff lobbyists with a combined hourly rate of $359.95.
Local government comes in second place with some pretty massive contracts, which we’ll touch on in some of the following sections.

This list is packed with local governments, with the biggest spender being the Fairbanks North Star Borough at a whopping $100,000 per year. With Gov. Michael J. Dunleavy gunning for all sorts of local spending, whether it be education, school bonds or oil and gas property taxes, hopefully it’ll pay off.

Local governments
Though the Fairbanks North Star Borough can lay claim to the biggest single annual contract, it’s the North Slope Borough that tops the list with its total spend thanks to it having four different lobbying contracts John Bitney ($60,000/Year), Heather Brakes ($60,000/Year), Sam Kito, Jr. ($5,000/Month) and Ashley Reed ($5,000/Month).
If we apply our admittedly faulty annualization of the monthly contracts, then the North Slope Borough crosses the $200,000 mark spent on lobbying.
Considering the North Slope Borough is at risk of losing $372 million per year thanks to Dunleavy’s proposal to seize oil and gas property taxes, that money seems like chump change.

Interesting stuff
There’s not a ton that stood out to us after looking through these reports, but we did notice there are two lobbying contracts that should sound familiar if you know the past history of Office of Management and Budget Director Donna Arduin: The GEO Group (which has a $60,000 contract with Raymond Matiashowski) and Wellpath Recovery Solutions, LLC (which has another $60,000 contract with Matiashowski).
Arduin formerly worked as a lobbyist for The GEO Group, which is an infamous private prison company, and Wellpath Recovery Solutions is the GEO Group-related company that got a no-bid contract to take over the Alaska Psychiatric Institute. Wellpath’s CEO Jorge Dominicis also happens to have 10 years as the President of GEO Care, a subsidiary of GEO Group.
